Capital Budget and Space Planning
The Office of Capital Budget and Space Planning has a variety of responsibilities, including:
- Coordination and review of the university capital and debt plan as part of the university's five year rolling plan for capital activity.
- Oversight and review of project funding and use of debt financing for all capital projects (project budget $50,000 or greater).
- Coordination of the Capital Funding and Priorities Committee (CF&PC), which reviews and approves all capital projects with a project budget of $500,000 or greater.
- Facilitation of planning activities for facilities projects that cross colleges or functions.
- Coordination of central university allocation of existing and new space on the Ithaca campus. Particular involvement with space issues related to university administrative functions outside of the academic units, and the examination of space utilization across the campus.
Responsibilities related to the university's internal and external use of debt financing belong to the Director of Debt, Carolann Saggese (cdj4@cornell.edu), in the Office of the Treasurer. Those responsibilities include: the process for the creation of debt financing arrangements for internal units (e.g., new loans for capital projects); maintenance of the model for the university's debt pool for the purpose of setting loan borrowing rate; and coordination of the university's external portfolio of debt.
